First be sure for activated all custom tabs -> Read this article.
Then go to Options Panel > Frontend Upload System > Upload Page Settings > Find Custom Tab 1 / 2 / 3 /4 / 5 / 6 -> Enable/Disable buttons and enable as many as you want.
Note: TinyMCE buttons only for activate editor on the related tab.
