Go to Options Panel > Frontend Upload System > Upload Page Settings > File Upload Area and then enable. (You can configure by using options.)
Note: If you planning to use file upload per category, then please enable it first from above section and go to Listing Types Taxonomy page and edit category. Then enable/disable File Upload by using frontend form settings.
